Below roughly a hundred people a practice can be run on convention: everyone knows how hours are booked, who approves what, and which project a piece of work belongs to. Past two hundred that stops holding, and the failure is not dramatic — it shows up as three teams reporting utilisation three different ways and nobody able to say which is right.
What has to become explicit at that size is the definition layer: what counts as billable, how holiday affects the denominator, when revenue is recognised, and which entity owns a cross-border engagement. Those are governance decisions rather than software features, and a platform's real job is to enforce them consistently once they are made.
